Jack Feebs is a conman, full stop. Not a charming rogue with a code, just a man who is always working an angle and is reliable to nobody, including the people paying him.
His specialty is businesses. He does not pickpocket and he does not knock over stores. He walks in, says he owns the place, and behaves as though it is already settled: giving instructions to staff, talking about the changes he is making, never asking permission. It works on momentum, because most people do not immediately challenge a man in a suit speaking with total confidence.
He looks like the generic businessman the world hands out by default. Plain gray suit, nothing customized, nothing to remember. Instantly plausible and completely forgettable, which is the ideal build for a man who needs a stranger to believe him for ninety seconds.
He has claimed the Roxwood water park, the 24/7 in Sandy Shores, the Up-n-Atom in Paleto, multiple hotels, and at one point the Sandy Shores ambulance service. He owns none of them and never has. Search him and the result is always the same: an ID and pocket lint. He is never embarrassed by that. His assets are tied up, his accountant handles it, his people are bringing the paperwork. The paperwork never comes.
His biggest job ended his run. He went after the Hotel Socilia in Sandy Shores and hired two men, Crumpet and Casserole, who kidnapped the owner and held him in Grapeseed. Jack moved in and ran the hotel for a while before it came apart. When it did, the men he hired turned on him. He informed on them in return and went into witness protection, and they were never caught.
So his identity has been a secret ever since, and not from the police. He is hiding from the two men he hired, who know exactly what he looks like, and who are both on Zero State. He is coming back under a new name.
